A procedure
is a piece of writing which consists of instructions to follow.
Why do
we write instruction?
We write
instruction because we want someone to carry out a procedure to reach a certain
goal. For example a recipe is written out for people to learn how to cook a
particular dish correctly.
Usually we
write instructions in the correct order, i.e : in sequence
Communicative
purpose
To tell the
steps in doing or making something in a
sequential order.
How to

can be quite short and to the point

can be very detailed as they try o anticipate when things may go
